[addenda: My associate Kakita Ogama, a master of Origami of the Crane Clan, has recently recreated such a suit of armor for me. The resourcefulness of the Kakita artisans never ceases to amaze me.]
Although seemingly useless, this paper armor is actually designed so as to obstruct arrow penetration through it. I was fortunate enough to witness the use of this in a skirmish near Roka Beiden a couple of years ago, when a group of Scorpion samurai charged some Lion archers. Although they survived unmolested, upon reaching katana range they were fairly easily cut down.

Paper armor gives no bonus to the TN to be hit for any attack. Instead, it reduces the number of damage dice kept in a kyujutsu attack by 3. It has no effect at all on melee attacks, and crossbows, if they appear in your game, would penetrate it fairly easily as well. Paper armor is constructed using an Intelligence + Armoring roll, with all dice below the armorer's Origami skill dropped.
In Clan War, paper armor costs 4 points, and has no TN Modifier. Instead, any ranged attack targeting the paper armored unit is at -10 damage (ie they must make an add-roll to do damage at all).
